Mr. Heng is a founding member of one of Singapore’s oldest LGBT groups, People Like Us, which was twice denied accreditation as a society in the 1990s. In their early days, they were closely monitored by the authorities, Mr. Heng recalled, with plainclothes police watching and identifying themselves at their public lectures and meetings.
