Rwanda-DRC tensions: plane shot down an ‘act of war’

While President Kagame has dismissed accusations of backing the Tutsi-dominated M23, he has also questioned why no one is talking about a separate rebel group he accuses DR Congo of supporting – the Democratic Forces for the Liberation of Rwanda (FDLR), to which some belong to the alleged leaders of the genocide.
