Ukraine war: Russia demands annexations be recognized before talks

The search for a common basis for discussion is made more difficult by the fact that the USA does not recognize “new territories” in Ukraine. In late September, President Putin declared four Ukrainian regions to be Russia, but while Russian forces in eastern Ukraine occupy most of Luhansk, their invasion of Donetsk has stalled and they are behind in Kherson and Zaporizhia to the south.
